We shall lay them down when hostilities shall cease on the part of the aggressors, and all danger of their being renewed shall be removed, and not before.

This would have been covered by the law we tried to pass in LA last year after a young football phenom was gunned down by an illegal alien gang-member. Couldn't get it done. Too much money and power in keeping these guys (who will eventually vote Democratic) in the country.
